Part C Early Intervention Services
Background
The Part C Early Intervention Services (EIS) program of the Ryan White HIV/AIDS Program provides comprehensive primary health care in an outpatient setting for people living with HIV. Jefferson Comprehensive Care System, Inc. (JCCSI) provides services utilizing a sliding discounted fee schedule that is available to the public. The statute prohibits imposing a first party charge on individuals whose income is below 100 percent of the official poverty level. The statute limits the annual cumulative charges to an individual for HIV related services to the following income limits:
- Above 100 percent but below 200 percent, a limit of 5 percent of the annual gross income
- Between 200 and 300 percent of poverty, a limit of 7 percent, and
- Above 300 percent of poverty, a limit of 10 percent
Mission
To provide comprehensive quality health care services that are readily accessible and available to HIV and AIDS clients in need of medical care and treatment.

- Provide Comprehensive, Coordinated Primary HIV Medical Care;
- Provide continuous quality improvement activities; and
- Provide consumer involvement activities.

Eligibility
- HIV/AIDS
- Males and Females
- 18 Years Old or Older
- Live in Service Area (Arkansas, Ashley, Chicot, Desha, Drew, Lincoln, Lonoke, Jefferson, Prairie, and Pulaski county)
- Have a JCCSI primary care provider
- Proof of income
In order to determine client eligibility for financial support and other services, JCCSI request that patient’s provide proof of income. Patient’s proof of income provides us a framework from which to determine eligibility in accordance to the Part C Early Intervention Services (EIS) Program Sliding Fee Scale.
